What does a community need from a paving contractor?
A community needs information it can vote on and a plan that does not paralyse the building. In practice that means a written description of the work, the area and phases, which spaces or entrances close in each phase, how deliveries and debris are handled, and who the administrator contacts during the job. We prepare that pack as part of the quote for community car parks.
Our checklist for administrators, in what property managers should check before paving, covers the questions that usually come up at meetings, from bay markings to how the entrance ramp is handled.
What does the law say about deciding on common areas?
Communal parking and ramps are common elements, so the owners' meeting decides. The Horizontal Property Law (Ley 49/1960) requires a resolution under the majority rules of article 17, and your community administrator confirms the precise majority for a repaving job.
On the municipal side, the procedure for outdoor paving in Torremolinos follows the current municipal ordinance, which the town hall can confirm for your building. If the work reaches the public pavement or the kerb at the entrance, separate authorisation is needed. We carry out the works; the community or its administrator handles the applications.
How do we keep a building running during the works?
We plan around the entrance, because that is the one part every resident uses. Typical measures are listed below and agreed in writing before the start date.
- Survey the car park and mark the phases on a plan
- Agree with the administrator which bays close in each phase and where those cars go
- Notice to residents with dates and any temporary access route
- Work each phase: excavation, base, edging, laying, compaction
- Reopen the finished phase before closing the next one
- Final clean, debris removal and handover with photos
Where the shared garage entrance itself is part of the job, it is usually done in halves so one lane stays open. Residents receive the same written notice whether they live in the building or rent their flat out, so letting agents can brief guests.
Which parts of Torremolinos do we cover?
The whole municipality, including La Carihuela, Montemar, Playamar, Los Álamos and El Pinillo. Torremolinos is part of the Costa del Sol Occidental comarca, presented on the sister site's regional hub; neighbouring municipalities are listed on our areas page.
Buildings can range from small blocks with a handful of bays to larger complexes with several entrances. We do not assume either: the survey records the number of entrances, the turning space for delivery vehicles and where a skip could stand, and the plan is written from that record rather than from a standard template.
Could the community avoid a full repave?
Sometimes, and we will say so. Localised sinking near manholes is a job for lift and relay on our repair site, and a worn concrete car park in sound condition may be refreshed through concrete painting. Owners comparing budgets can use the paving cost calculator. Send us a photo and the approximate m² – free, no-obligation quote.
Frequently asked questions
What does the administrator need from you before the owners' meeting?
A written scope of work, the approximate area, a phasing proposal showing which bays close and when, how debris will be removed, and the quote itself. With that, owners can vote on a specific plan rather than a general idea of repaving the car park.
Which majority is needed to repave a community car park?
The Horizontal Property Law sets the majority rules for common-element works in article 17, but which rule applies to a particular repaving job depends on its nature. Confirm the exact majority with your community administrator before calling the meeting.
Can residents still park during the works?
Partly. We divide the car park into phases and close only one at a time, so most bays stay available. Residents whose spaces are in the active phase need to park elsewhere for that period, and they are told in advance.
Do you work in La Carihuela and Montemar?
Yes. We cover La Carihuela, Montemar, Playamar, Los Álamos and El Pinillo, and the rest of Torremolinos. Access conditions differ from building to building, so the plan is always based on a visit.
How are parking bays marked on block paving?
Usually with pavers in a contrasting colour laid into the pattern, so the lines are part of the surface and do not wear off. Painted lines remain an option. We draw both on the layout plan so the community can choose.
Can you repave the garage ramp without closing the garage?
Usually by working one half of the ramp at a time, keeping a single lane open. On very narrow ramps a short full closure may be unavoidable, in which case it is scheduled and announced well before, with alternative arrangements agreed with the administrator.
Who is responsible for the permit?
The community or its administrator, as owner of the common areas. We execute the paving and can supply a description of the works for the application, but we do not draft projects or file permits. The procedure is set by the Torremolinos ordinance.
What happens with drainage gullies in the car park?
Existing gullies are kept and the paving falls designed towards them. If they are blocked, broken or in the wrong place, we flag it in the survey, since fixing drainage during the repave is far simpler than afterwards.
Is block paving a good choice for a shared car park?
It suits many shared car parks because damaged sections can be lifted and relaid individually, and interlocking formats cope with turning cars. Whether it is right for yours depends on the traffic, the base and drainage, which we assess on site.
Do you also pave private drives in Torremolinos?
Yes. Detached and semi-detached homes with their own drive or garage approach are handled in the same way, on a smaller scale. Send photos and the approximate area and we reply with questions or a first estimate.
